Details: There was 2 cops arresting a warrent i killed both of them and take the warrent in my car and i run away. he stayed cuffed after he lost lvl wanted, he was bugged and cannot move or leave the car

Surely somebody would've brought this up if it was a common issue.... I githubbed it for investigation.

If there was another cop nearby the arrest transfers to him, hence why he stayed cuffed (ASSUMING there was another officer we can't see from your evidence) Appears the range is 100 gta units/meters.

I know what's the problem in this issue as I have experienced it before, When a player is cuffed and enters a vehicle he becomes 'frozen' just like the /freeze admin command. And if he is bribed/loses his escorting officer whilst in a vehicle, the freeze effect will remain on him and he will be stuck. Will do some tests to put some straight forward way to recreate it.

Found a way to recreate it, Losing your arresting officer whilst cuffed in a vehicle will leave you in the frozen state until you try to somehow break it by entering a nearby car or getting unfrozen by staff. Will log it, fixing this should fix this situation occurring in any other way.

Description	If a suspect is cuffed then he enters a vehicle with someone and goes away to lose his arresting officer, The cuffs will be removed but he will be stuck in the vehicle in a frozen state.

Comments	Being frozen as a result of cuffs was report in other ways as well but this was the only way I found to replicate it, Fixing it should fix the others as well.
