Two stars wanted level ticketable

Every day i see cops players murdering those players with two stars.

Accepting this suggestion, certain deaths would be avoided of some cops abusers who kill them instead arrest.

Rejected before. There aren't many crimes that would get a player ticketed, however there are a lot that you'd get arrested for.
