Detailsi was a cop and killed this guy while he was most wanted (strange, i know). so he accused me of cheating and kept talking shit, and then came back like 5 times for "revenge"

So all the 4 times when he shot you was valid since you killed him and he came back to take revenge but somehow was failing to take it. So he can come again and again to kill you untill his revenge is taken. Also about the last clip. Hes also allowed to help other criminal by getting arrested but he shot you after you arrested them which means he actually rdmed you and will be punished for it
