Small wanted level rework

I feel like the wanted system is pretty good where it's at, but I do feel like warrants for arrests should start at 3 stars
If you look in the base game, the wanted level scales up slowly in terms of aggression towards you (E.g. One star in SA= one or two cop cars, no shooting just yet, 2 stars= up to about 3 cars and shooting stars 3=Helicopter)
With warrants starting at 2 stars pretty much any minor crime you do can land you in jail. Hopefully a small and wanted change, 2 stars should be increased fines from 1 star so the system would look like this
0 stars: Innocent civilian
1-2 stars: Minor offender (ticketable)
3-5 stars: Minor/Major felon (warrant+arrest)
6 stars:Most wanted (takedown authorized)

Ticket for crimes like destroying ATM, or robbing people? Hmm, I don't know, sounds weird tbh

I'd like to remind that wanted points were reworked almost a year ago in order to increase WL of certain crimes. Most crimes that give you 2 stars right now, were 1 star back then.
Ultimately you suggest to reverse this change but in another direction. I don't see a point in it. It's fine as it is.

The problem is, in MCNR, 99% of crimes are 'serious' in the sense that you'd be arrested and not ticketed.

Jesus, even pissing in the street IRL is an arrestable offence, yet in MCNR it's a ticket.
I don't actually think any of the crimes in MCNR would get you a ticket rather than arrested irl.
