This phenomenon can happen if the game is overly saturated somehow, I can't explain better but I've experienced this before and it's very unpleasing to look at since the black and white keep flashing in the screen.

This happened to Joshimuz, a GTA:SA speedrunner, although I can't remember which 2hr+ stream he did nor how it was executed. I've seen too many now that I come to realization...

So finally this issue came to the main server too. @sm0ke and  myself had experienced this on test server around 2 months ago. That time it used to happen at the end medic mission, maybe delivering organs mission, I don't remember that much, but yeah it's very annoying .

Randomly happens, I am also not sure why.

this flashing is literally there in my single player gta after i die in any mission the screen just goes like the ss shown it is caused due to the addons present in my file so yeah
