Add a command to drop a moneybag

Players should be able to drop stolen bank MoneyBags

Why should this be a thing?
Two points of view :

Helping newbies : it's usually the newbies that rob banks the most, it would be very helpful if one player were to drop their money bag for the newbie, specially now that the bank hideouts are 3KM away [ all that risk, distance and time spent for low rewards ]. i think it would make the server a bit more welcoming to the newbies in a way.

Decrease DMing : Since players are allowed to kill people for their moneybags, even if they have Moneybags, they simply can say it's for my friend and they would kill you for it. if you drop the money bag, the others would have no reason to kill you.

for this idea to work an animation should be displayed while dropping the moneybag.
overall it would make the staff team's jobs easier when dealing with such reports.

a simple /dmb ,/dropMB or /DropMoneybag command to display the animation and drop the bag afterwards. the animation in this case should be displayed regardless if you were being shot at or not.

Maybe put a 15 seconds cooldown after dropping the moneybag to pick another one up, giving the other party time to claim the moneybag

a plus : would be to display a message either on screen or in chat saying : "You now can drop your Money Bag using /dropmb"

just make sure not to be able to use this command while taking damage and several seconds after, since players will start bitching about RDM

@Mike and also add a rule with this update that other player should ask by chat to drop bag.
Like there is no bag in bank vault and suddenly mw or normal player come come to bank and killed player for moneybag according to rule but by this update add this rule that before kill player should ask other player to dropbag. This will be give more clearity to this suggestion.

Just kill him, wasting time to ask for Moneybag and cops shooting my ass in the meantime..
