Give keys command for military vehicles.

There should be a command for appropriate police officers to give keys of a military vehicle(seasparrow or rustler) to a criminal. Only use for this is to facilitate dogfights and player hosted impromptu events, as cops will not give keys to random criminals anyway.

I don't see how it would make sense for a law enforcement officer to give a criminal, or even a civilian for that matter, access to vehicles that even cops themselves ranks 9 and below don't have access to. If you're pro dogfights between criminals and cops, this suggestion just ain't the way to do it.

You should have asked for a Dogfight mission like kickstart, duels etc.

Events that imply using these vehicles can be easily organised by admins. They can put anyone in any vehicle.
