Tampering ammo needs to be the same as carried ammo

Being able to recover all the ammo you were carrying before being arrested is something I don't agree with but I think the ammo we are able to recover by breaking into the locker or by paying the police department should definitely be increased compared to now. It is so annoying when I am carrying like 1000+ SMG and M4 ammo but after getting arrested I am able to recover 300/400 bullets only (all the time). I could be carrying 100 sniper rifle ammo but I am only able to recover 5 bullets? Why? Can we just increase this or make it such that the amount of recoverable ammo depends on how much ammo you were carrying prior to your arrest?
