Pay N Spy passenger money bug

Pay n spry taking money again from passenger's account. I was lazy so pm'ed Levi in game but he didn't respond.

Issue	Passenger gets their money deducted in Pay'n'Spray.
Description	When you drive a car in Pay'n'Spray with a passenger inside, you both get your money deducted. Tested with random car, driver's car, driver's car but he gave me keys.

Unable to replicate but added a potential fix. It may have just been lag/desync (the script doesn't give back the cash if the player is detected as being desynced or laggy, as it can cause bugs).
