Increase wanted level for stealing of police vehicle

Hi all,

In my opinion it makes no sense that a player can steal a police vehicle and just gets a ticket.
I would propose 2 wanted levels for this.

It does make sense but since you have to hotwire it, I think it's pretty much balanced as is.

Think it's a good idea to find a balance between giving them wanted level or generally just a way to discourage stealing cop cars as it might result in trouble from the law.

Yeah, it should be back to two stars, earlier in-game i saw a civillian stealing police cars on the police station like it's no big deal at all.

You should get a 2 Star wanted level for stealing a law enforcement vehicle within a certain radius (200m?) of any police department.

This being, as technically the police departments always have active officers inside them (although they are actors), there is always 1 or 2 officers manning the department (dispatch), taking phone calls and providing law enforcement with crime updates and jobs.
