Details      I just joined the server and i was mw when the cop (smokey_) came there he started shooting at me while i was non-threat. The page 3 is of yesterday.

From the action logs i see that he was shooting your car and not you.
Cops are allowed to disable criminals' cars in order to arrest them.

Smokey_ did not damage you at all, he only shot your car, and you were taken down by another cop.
