you killed 2 cops inside lvpd in less than 1 minute, almost killed me and you were most wanted. You could have surrendered or let yourself get cuffed but you resisted, were still armed and about to break free from being cuffed. you were a threat and less than lethal wasn't working so had to use lethal to stop you from killing me and other cops inside lvpd.

i checked the rules in-game and in the forums and don't see "Cuff and Kill not allowed". i see killing threats is allowed and you were still a threat.

There are written rules on forum and few unwritten rules that apply in-game if you not familiar with them u can ask through /helme ingame or in rule clarification chanel on MCNR discord

Well from your evidence, i can see that:
1- The cop Misty failed to cuff you as you resisted the cuffing.
2- Then i would assume you did not surrender since you did resist the cuffing and you didn't mention in your report details that you surrendered.
3- The cop 2number9s started shooting you after the cop Misty stopped cuffing you, in which case you were still a threat.

I'm gonna leave this open so you'd explain your report a bit more, and correct me if i'm wrong instead of posting two pictures and only saying

He was already shooting me when Misty is cuffing me. I resist because I need to kill him but I failed he already killed me.

It clearly says in the logs that you were no longer being cuffed then he started attacking you after that, Invalid report.
