Add a 30 second cooldown to re-call your personal vehicle when it's been stolen

This is to give players (especially newer ones) a chance to escape, really sucks when you manage to carjack someone in the hopes of escaping only to be ejected in a matter of 2 seconds by them recalling the vehicle.

This should also apply to public service vehicles.

Ok but what if police requisitions it?

As locking car and hotwiring can't hold them back, you can't really use your own vehicle to escape if one of them gets too close.

Similar suggestion was posted https://mikescnr.com/forum/index.php/topic,18871.msg89726.html#msg89726 but I don't think I really agree with the whole removal of it since it'll make alot of players disappointed. I still stand by this suggestion tho and think there should be a 30 seconds to a minute cooldown

I support this suggestion but Ikevoodoo makes a good point.

This idea should only be implemented if the owner of the vehicle is not charged for recovery when another player destroys the vehicle.
