Opened permission to kill paused suspect ( As a cop )

Cops won't hold the responsibility of paused players ( suspects ) even if they were trying to evade themselves from being retrainted by cops nor if they were busy with some stuff, so i suggest to give the green light to kill them immediately if they were paused, regardless if they were armed or not, so that's gonna make more sense throughout the game.

as far as i know, if they are in a vehicle and they are paused, you can kill them as there is no way to cuff or eject them out of the vehicle when they are paused.

if they are standing still on-foot and are non-threats, arrest them normally.
