He meant that like when cops kill or arrest players outside the bank locker who have moneybag, they Can recover the bags
But in this case it is totally a intentional thing so police can't recover bags that aren't basically robbed.
Only robbed thing is recovered.

Chances are there was a bag of cash that was dropped by a player near by, that's the only explanation, i tested this twice and it does not show any message for me.

@spectrum feel free to test it again, and let us know if this happens to you again.

@spectrum Thanks for reporting, this was tested again and apparently you only get that message when you're inside the vault area.
