If this is called teaming I could have punished your crewmate Twice for it since I recorded him doing the same before. Teaming is when for example you are in a bank and there is shooting happening, however you just let the criminals rob and escape without shooting them while the criminals are slaughering your teammates.
In this case, the reported player basically chose to not fight the criminals and he didn't help them against his team + the video seem to be cropped and not showing the full scene, I can't see any contact of "teaming" between both the cops or the criminals.
