why was that even needed?
This cooldown is just making it a more time-taking process. First you have to wait 1 min for the cooldown, then if the breakout fails the time is extended again to max (3 mins) which is more annoying than anything. Please remove that cooldown. I don't think there is any sort of abuse* if the person breaks out right after coming to jail. That cooldown is pretty useless imo
