This one is easy to replicate.
Join decathlon on Saturday/ Sunday. Keep in mind Decathlon takes around 25 mins to complete so just be right with the timing.
As soon as there are 10 seconds left for city change, you will be kicked out of decathlon and spawn from where you joined. After city change, select any spawn point (in the next city) and try to spawn. You will be spawned to the Decathlon Starting point (in the common world, or the original outside world.... what do u call it?).
In my case it was Santa Maria Beach where decathlon started. We were kicked out before city change and when I tried to spawn at Doherty (SF), I automatically spawned at Santa maria beach with the other participants. And 1 more thing, my car was still at Doherty
