You cannot just blame everything on a guides 1 text. The guide is not really accurate it just shows basic stuff, if you are unsure whether you can kill a person or not i recommend asking admins or asking your fellow officers. Anyways:

A Orange/Red suspect immediatly holster his/her weapon after shooting - If he shoots you or another person and then holsters his weapon, you have clear right to kill him.
A Orange/Red suspect commited a murder, shooting in public, and Assaulted a person/officer recently like the last 5 minutes ingame time - unless you saw him do it and you didnt stop following him you can kill him, if he killed somebody you left for 5 minutes and then came back and he is not shooting you or somebody else, then you cannot kill him.
A Orange/Red suspect armed is fleeing away using vehicles. - If he shot you and is running away then you shoot the vehicle not the criminal
A Orange/Red suspect is diving onto the water surface or swimming away from the land. - If he is swimming you are allowed to kill him, via /coprules
A Orange/Red suspect is using a vehicle and car ramming a person or officer that lead to officer murdered. - You shoot the car not the driver of the car.
A Orange/Red suspect A warning showed up that wanted is unarmed but there is indications according to his /crimes that he recently murdered or assault a person, Sometimes this may be a trap for officers. - unless he shoots or aims your gun at you or at another police officer/pedestrian, then you cannot fire back.

Honestly the unarmed rule is bullshit, criminals yell: UNARMED UNARMED, then turn your back on you and kill you. The unarmed rule should not apply on most wanted suspects unless they have escaped jail.
