While you get arrested, you have an option to change your cell.
But why not add a button where you: Request prison transfer
Prison transfer would transfer you to a random police station across the selected map.
It would also depend on your wanted level, if you had between 2-5 your transfer would be accepted, however if you were Most Wanted you would be denied. (or had a smaller chance depends)
Could put activity around other police stations which are rarely visited and used only for police spawns/respawns.
