Create cop spawn point at rustler spawn points

As the name says, (maybe a little different from what I mean), If we could be able to spawn where the rustlers are located at, I.E Area 69 (LV), Easter basin (SF), it will be quicker and easier to grab a rustler and start flying, very few cops use rustlers because it just takes too long to go there and get one, would be great if we have this.
