when i banned i thought i could start again from scratch if i set up a new account ...but i was banned again

That's ban evading and you shouldn't do it because you're escalating your situation. If you feel to be unfair banned simply post a ban appeal and WAIT for a response instead of creating a new account (= ban evade).

I don't know if staff will consider your new account as ban evade but don't do it again. Wait for a higher level staff member.
