I suggest to make it possible for a civilian to listen to emergency radio (dispatch and #messages) if they are inside a cop car, an ambulance or any other emergency vehicle.
It would open new gameplay possibilities, such as stealing a cop car to listen for a certain crime to happen, like knowing when people are robbing the bank.
