Shooting at an armed suspect who holstered their gun after attacking

Sometimes certain players shoot at cops, and then holster their gun and start running, and they eventually shoot again.
I suggest disabling the "player is unarmed" warning for a suspect that has recently shot any other player, and making it lawful to shoot at those players.

Yeah, that's also a reason good enough to remove it.
I also find annoying the chat message, I suggest leaving only the text draw.

Yeah it's annoying. I get that it's a precaution for players who don't know the rules yet, but you don't need to send the same msg 10 times in just a few seconds. At the very least reduce the amount of the lines that get sent.

Yeah that needs work. If you damaged someone in the last 30 seconds for example, it should show that, or if they recently had a gun in their hand (also 30 seconds).

Do bare in mind it's currently only a warning and there's no punishment or anything for killing an unarmed suspect, however it is against the rules
