Cop car passengers can drop spikes!

I'm thinking this is a bug, but pretty much, if you are two cops in a cop car, you're the driver and a friend is the passenger, he can also drop spikes.
I believe only the driver should be able to drop the spikes otherwise the passenger can use it to troll or to drop it in locations which is harming to the general public. Should be restricted to driver only.

Well it’s not really a bug I guess as that’s how it was intended. I’m not sure on this one.

Yeah, issue is randoms that you "think" are teaming with you, can grief you or other players.

I had the situation happen with me, when a random cop in my car dropped spikes on another cop and I got jailed for it, but there's no way to prove it.
