Make Las Payasadas great

Add to Las Payasadas:

- Ammunation
- Bank
- MAYBE Police Department

I like this little town in the desert, but at the moment it feels too isolated.

Las Payadas is already surrounded by El Quabrdos and Fort Carson. I  don't think we need more bank and ammu there.

Fort Carson isn't that close and Las Payasadas feels like a ghost town and I personally like the town due to its location, kinda reminds me of RDR1 a bit.

Since GTA SA map is big enough why not make a use of it?

All of these things are 5 seconds away in El Quebrados. Las Payasadas is just too small.
