I don’t even remember rejecting that.
People rely on supply drops too much. They are not supposed to be used as a more convenient way to get weapons and ammo. They are meant to be used in an emergency when you are under attack.
I’m not fully against implementing something along these lines one day, but not at the moment.
I understand your point. Flares add fun to the game, they extend the fights and help specially criminals who don't want to easily go to jail. And honestly getting a single weapon with a drop that you have paid much for isn't too much. I rarely change my set of weapons. But sometimes it can be useful that's it.
