Toll Tax On Crossing City Borders

I got this idea from GTA IV
When A Player Cross City Borders or go from one city to another, My suggestion is that SA Govt. should deduct a Small amount of $500 or $1000 as Toll Tax.
The Tax should be valid for 24 game hours i.e a player has to pay Toll Tax once per in-game day.

Toll Plaza can be added to the roads, bridges connecting cities.

+1 Would shorten annoying ass chases, getting outside the city would be a bit harder

if a player has robbed a frickin bank or killed some1 will he care about any toll taxes??

The thing that @Mike mentioned in the thread, is true. But I've seen this mechanism working perfectly on (censored) servers. Players can break through the gates and also gain wanted level for it.
