Being honest , I almost never get tired when running in this game (only when I abuse of  sprinting) but maybe it can be a good thing for the muscle system on the server, to avoid those little awkward moments where your character gets tired,
Also can encourage players to use the muscle system and try to play melee sometimes...

No, technically muscles should make you slower and get tired faster in exchange for more strenght. +I think stamina is maxed out in mcnr by default
