Is weird that when you steal a car from another player you need to hotwire, like in real life his Keys will still being inside the car, you should be able to Just steal his car and run away. Also is not consistent, sometimes im able to get away with his car and sometimes i cant.

Simulating whether or not keys are still in the ignition is something that might work, but at the same time how would you convey this to players? And what, this means the owner needs to go and buy new keys? It's straying a bit too far into RP territory at this point. I want to keep things simple.

Hotwiring a vehicle during carjacking is a bug. This should be reported as a bug. But it's already known (our ref: GH #3417).
