Cop nerf a little bit

We shouldn't be allowed to kill suspect if he got no guns bcz let's be honest we all sometimes accidently punched someone while we had no guns and when cops kill us for -'threat' it's ridiculous.

The thing I wanna suggest is, we shouldn't be able to kill criminals even they do threat crimes (water, Mw , Securicar robbery, Air kill) are exception, if the -'suspect is unarmed' msg shows we shouldn't be allowed to kill them.
