city change multideath bug

- What happened?  i got killed at city change but didnt spawned in jail instead i could chose my spawn.
    - Where were you?near calton heights
    - What were you doing?smoking weed ehmm...driving
    - Did you have some sort of special circumstances happening at the time?city change
- Is this a reoccurring issue? Has it happened to you or others before?cant say
- Please provide steps for us to reproduce the issue ourselves, if possible.die at city change if u want to

Description	If you die a few seconds earlier city change, you will not go to jail and you will have the pick spawn screen after.
