Fixed Car Spawning bug happening again near LSPD.

- What happened?: Near LSPD, the fixed car spawning are happening again after all these years. Or maybe they weren't fixed perfectly.
    - Where were you?: Near LSPD.
    - What were you doing?: Spawning my car.
    - Did you have some sort of special circumstances happening at the time?: No.
- Is this a reoccurring issue? Has it happened to you or others before?: Yes. Yes.
- Please provide steps for us to reproduce the issue ourselves, if possible: Try to call the car exactly where I was (shown in the video).

If we stay in the exact position and call our car, it will spawn where it is not supposed to be. Also, for God's sake, increase the title character limit. I can't write the full sentence so I find something short.

You don't need a long title. 'Requested vehicles spawn far away and high up' is perfectly consise enough to convey the issue.

I set the threshold for 'too high/low relative to the player' to 15 meters. That bridge happens to be exactly that pretty much. I'll reduce the threshold to 10.
