New skin change donator perk

Make players with donor status able to change their skin with /skin, when you type the command the skin selection window will appear, it can only be done out of combat with a cooldown of one hour for each use (the cooldown time can be more or less)

A littile bit good idea,But as far as I know it would not  be implemented due to the real-life-style.
