Personal Boats should Spawn Closer when you Request/Summon them

Currently, if I try to spawn my boat while I am at Calton Heights, it spawns it at Dwayn Island's* Docks, very inconvenient (need boat to get to my boat).

#1. I request the boat is summoned to the closest ocean water near you. If you do /pv a car or bike spawns on the closest road to you, I am requesting the same type of concept for boats.

or

#2. If the intention is to keep personal boats spawning at Docks only, I am suggesting to allow boats to spawn at the red line, please see the following for more details:

Sorry was unable to make the video. However, I realized they spawn at Dwayn Island, not Bayside. So the boats spawn correctly as intended at the closest Dock? However with this new finding, I need a boat just to get to my boat at Dwayn Isalnd, which is a different issue but relevant to the suggestion. Please see the following picture taken from Calton Heights:
