Good laptop but bad fps?

So, i recently bought a new laptop, here are the specs:
Ram = 16 GB
Processor = i5 12450
Geforce RTX 3050
Windows 11

I really don't know why i even have a single fps drop but im literally getting 15-20 fps sometimes and idk why

its not about frame limiter i have that shit off
and my laptop is always plugged in and i dont even know if u can disable shadows and i doubt it would help
i feel like samps somehow not being able to handle my specs maybe idk

Newer GPUs don't work well with older titles(games) and in order to fix your issue you'd have to utilize your specs as much as you can
You'll have to use higher resolution such as 1440p or 4k and with high-texture/graphic mods.
One thing more thing to keep in mind is that you have to use reasonable graphics mod so your 3050 can at least handle it and you'll surely have a smooth frame time without having any stutters or frames drop.

One thing that could cause stutters and fps drop is background updates, such as Windows installation updates.

well i bought a new laptop too just need to turn off frame limiter (you already turned off) what about downloading crashed? and use nvidia to limit the fps (:sleep:) which is to be done when you get good fps

this is exactly what i tried cus when i put it at low (ingame graphics) nothing changes
i've tried enb but it always crashes and haven't really found and solution

play at 1920x1080 or whatever the max resolution is it will help boost fps

could it be that its because i got gta from bewz (they give gta sa for free on their site) maybe their version is scuffed or something idk
i tried updating drivers btw but it says error for some reason

Just some info that my laptop has the same specs as yours. But the CPU is R7 4800H; still, my game works fine. So it must be a game problem.

Windows 11 has nothing to do with this. Windows 11 is better than 10 except performance lol.
