Add a command like /drag to dragout a suspect who's abusing the passenger seat

Sometimes players abuse the passenger seat and sit inside a car and we can't drag him out. So add a command to drag him out (basically tp the player to the player who used the command).

better add the command so the suspect wont die if the car is destroyed.
and if we enter the car, he will exit. ill exit, he will enter. no chance to write eject.
