Details		Snoop was in the middle of the dogfight and yet he favored MrVengeance for not punishing him(cop ban/ infractions), I mean hello? a player become orange coz he got close to a cop? how that happen? ofc the player which is me robbed the cop and run again RUN, suddenly the cop that got robbed shoots the non threat me and your staff member only watch and did nothing tho well hes his ex-OG to begin with.

The report marked Warned doesn't specifically mean a simple warning in a chat; it might imply temporary isolation (a jail of a sort), mute, jail, weapon strip and etc.
In this particular case, Vengeance was jailed. On top of that I assume he is now given PSO by beatEn. Initial punishment given by SNOOP is reasonable; afterall punishment may slightly vary depending on a staff member.
