Bring back evidence tampering as a ticketable crime

Imagine how sad is after 4 minutes jail, trying to recover your guns and being chased by a pain in the ass annoying cop not accepting bribes. You haven't any chance to escape, no way to enter a vehicle and no way to escape the tazer on foot. It was perfect from the scratch, if you was a cop inside the police dept, when someone used to break the locker, you was able to ticket them and follow until they get wanted, at least the civilian have the time to escape somewhere and survive or fight that cop chasing him hard.

This is a necessary change. For whatever reason, more than half of the players online play as cops, meaning that the police department is heavily guarded.

There is no guarantee that you will be able to escape after breaking into the locker, even if you do manage to leave the PD, you still have to worry about the countless cops who will pursue you like there is no tomorrow.

These rash changes ruin the experience for everyone. Making everything "realistic" is not the best idea.
