Rebalance Seasparrow/Rustler HP

Implemented for 1.15:
- To repair an aircraft with an engine repair kit, the aircraft must now be on the ground and stationary.

Sparrow/Rustler should have slightly increased HP due to this update to balance this out

Yes sparrow with more than 700 hp is so fair...

Had the same experience the other day so I agree with this suggestion. Sparrow and rustlers have been nerfed to the point that they became useless. The whole idea of balancing and nerfing is messed up here.

Yes i agree but the sparrow itself is overpowered.
If ur getting destroyed before u even come close to mws then its ur fault. either way i prefer it to be removed
but i fully agree with  a buff for rustlers.

I get killed before I even manage to approach players with it, making the Seasparrow obsolete at the moment. A solo player can easily destroy either aircraft by magdumping M4.
