Detailsadmin punished me for no reason.i don't know which admin did that.Watch this video u will understand who made a mistake.Fullclip in 2min.i killed him when he paused.onemore thing cop cannot arrest paused player and he stucked center of the car,there is no way to arrest him,that's why i killed him .watch this video clearly.

As you've pointed out yourself, HOYHA was paused for 31 second. You started shooting him few seconds earlier, which means you've killed him around 28th second.
Rules allow cops to kill non-threat criminals if they are paused for >30 seconds. You were off by few seconds.

Next time do /i [name] to see for how long a criminal have been paused before shooting them.

Since the report on you was valid + no severe punishment was given, I'm gonna DISMISS this complaint without any additional action.

You clearly technically broke the rules (but only just). I don't think 2 minutes in jail is worth getting your panties in a twist over.. If it were me, I would probably have just warned/infracted you though. But we let staff use their own discretion and apply punishments they see fit the crime. I don't think 2 minutes in jail is overly unfair..
