Help regarding gta v

In my previous low-end pc, my gta v ran at 20 to 40 fps low settings without any fan noises. But in my high-end laptop it runs at 80 to 100 fps high settings, along with a cooling pad, the fans go brrrrr. Why is it like this? Any way to lower the fan noises than my prev pc which was low-end?

so one of the main causes for your fan's noise is a temperature increase, which forces your fans to spin a lot faster than they should, and it's normal since you are using a high end laptop with "high settings" it gets very very hot. Maybe also try cleaning it all out, remove dust etc.
