robbery glitch or what?

i tested this around whole map like LS SF LV hospital mechanics and firefighters etc are able to get robbed and in crimes it writen
"commited crime robbery (unknow)"
is this a script bug? or it should not able to be robbed?
ver is 1.14.17 R1
and they only give around 100-500$ and only able to be robbed like store and they have count down as i tested them

Police/sheriff dept. reception officers are also affected by this. Looks like all server-side NPC's (instead of just street food vendors and the like) can be robbed this way, which looks like an oversight but I may be wrong.

thanks i already reported this to mike and he's going to fix it at the right moment, since it's not a major problem.
he has bigger things to do you dig?
