Cop /respond missions

The mission where you are a cop and you have to locate the stolen vehicle, pull it over, then chase it, the suspect then gets out of his car to run to a helicopter or another car, when I was trying to shoot him/taser him it didn't work and I failed the mission.

I have done this mission before. Didnt face any trouble. Maybe you were desynced or you were out of range with the taser?
To complete this mission you have to chase the car until he exits it then go and taze him.

You just have to get close to the suspect. Shooting them is not scripted. It probably should be though.
