Be able to place a bounty from anywhere

Bounties are rarely used, pretty much pointless as of right now. Why would you ever consider placing a bounty when you can just use revenge to kill anyone anyway. Think of a situation where a cop arrests you and you lose everything, and want that cop dead but you can't do it alone. You go to a payphone, place one and get 5 wanted stars immediately, so that cop comes for your ass again. Placing a bounty limits your situation by a lot.

Make bounties actually useful.

- Be able to place a bounty /bounty (player) (amount) from anywhere, not just from a payphone.

- Remove the wanted level you get from them

Bounties should be able to be placed anywhere, by using a command - '/bounty <id> <cash>',  upon a bounty being placed it should announce to the server the ID and NAME of the player that the bounty was placed on, and also the player who PLACED the bounty to cops can begin their manhunt looking for the bounty placer. I also feel like a bounty should automatically be placed on Most wanted players if they obtain their most wanted level for more than 30 minutes - Making being most wanted a bit more interesting,  you'd also need to be on the lookout for regular players as well.

This sounds good enuff, but also wanted level for putting bounty should be tottaly removed.How tf would police know who put the bounty when the person used phone or something similiar.
