add limit for cop on duty

This is our everyday situation.
Why should 70% of players be cop every day?
Create a limit so that no one can be on duty more than that.
And that i want the cops in the video to be punished.
Cops do whatever they want. camp in the bank, follow citizens for no reason, shoot the tires for no reason, steal vehicles, kill oranges, and anything else you can think of.

A better idea could be if Mike add a balance for cops and civilians i.e 70players online max 20 can be cops to prevent everyone from being Cop vs 1 Most wanted.

But if a player wanna be cop all the time its not a problem.
It is a CnR server so players can do what they want (following rules obv)
If tomorrow i wanna be all day cop where is the problem?

You say you want to be a cop all day tomorrow, ok.
50 other players think like you and want to be cop all day tomorrow.
And 20 people remain, will all these 20 people be criminal?  no  Some may become medic, some may want to be without stars or anything else.  And in the most optimistic case, 5 or 6 people will be criminal, but are all these 5/6 people united?  No
And in many cases it will not be the same 5 or 6 people.
So why 50 police officers on duty for when there are no criminals? maybe it's because the police officers want to handcuff each other

I have better name for this server: "Mike's Cop and FBI" or "Cop and swat"
