I can't go on duty

I'm trying to go on duty as a medic. Last time i tried, i had a 1 min cooldown, so i drove to another hospital to pass time without getting any stars or doing anything whatsoever. When i was at the second hospital, it told me i had 5 min cooldown.

Did you get jailed recently? After being released from jail, there is a 5 min cooldown for every job. If not, I don't think it's possible to get a cooldown for no reason....
