I face the same issue sometimes and here is how I fix it:
signout > log in to your PC account again

sign out, log back in ,restart pc, reinstall samp, reinstall gtasa. Do it in that order and it should be guaranteed to start working again.

I don't really see how logging off and on helps but everyone's first step to troubleshoot crashes like these is to delete your gta_sa.set file (resets all your control and graphics settings) which is located in your 'Documents/GTA San Andreas User Files' folder
