Unsolvable Mystery in SFPD

Strange things were happening in SFPD. I have released on parole this guy, but right after releasing him, he committed house robbery in LS Ganton into SFPD, and got stuck in a strange space-time tunnel. His blip was in SFPD, we could ask him to freeze, and the message "you are too far from the suspect to cuff him" was shown if we were going nearest as possible to the blip. I also went to that house in LS but something strange happened and my game crashed right after breaking in the door (i did not screen that). I am sorry but this is all i know about this. I couldn't speak to him since he was paused, i tried to mention him, and i will never know the truth since he quit without saying nothing. @Designate007 saw this

Please briefly summarise the issue in the title. Don't just put what area of the script has a bug....

Examples
BAD: Treasure Hunt bug
GOOD: Can't pick up Treasure Hunt box

BAD: Personal vehicle glitched
GOOD: Personal vehicle explodes when spawned

BAD: Bank is bugged
GOOD: Bank robbery guard is always dead, can't rob

Summarise the issue in the title so I know the issue at a glance.

He had packetloss and fell out of the interior.
