From the evidence, I see nothing is wrong sofu is most wanted, meanwhile you're an officer, that's normal.

I feel like this falls into a sort of grey area. sofu was most wanted and you were a cop. His reason for attacking is just that. That being said you were in a civilian vehicle and not really a threat to him. I think he just needs a warning.
